Hiring Process
Recruitment and hiring of staff is the single most important human resource management activity.Each recruitment process and decision represents a major investment of organizational resources, constitutes a long term liability and is a direct reflection on the organization’s reputation.
Each hire affects the performance of offices and defines UNDP’S credibility with stakeholders. In short, recruitment defines who we are and what we will accomplish.Extensive care has been placed in designing recruitment and hiring policies and processes so that HR managers and administrators, in a decentralized, global environment, can execute these critical business activities consistently at the highest level of quality and ethical standards appropriate to the work of UNDP and the principles of the United Nations.All recruitment and selection processes in UNDP are defined by five principles – competition, fairness, professional rigor and objectivity, transparency and accountability.
The principles and processes are applicable to the entire recruitment domain in UNDP. In general, the recruitment and hiring process at the United Nations Development Programme in Syria consists of the following steps:
Identifying the needs of the Country Office upon which the Management takes a decision to advertise either a vacant post or newly created post.
- A vacancy announcement is prepared and announced internally to all United Nations Agencies operating in Syria for two weeks.
- If no qualified internal candidates have been identified, the vacancy announcement will be advertised in the newspapers as well as on the Country Office website with a deadline of two weeks from the date of advertising for submission of applications.
- Upon receiving applications, qualified candidates are short listed based on the pre-set requirements of the post.
- Short listed candidates are invited for undertaking a written test.
- According to the best results of the written test, a final short listing is made for the purpose of conducting the interviews.
- An Interview Panel is formed and a date and time is set for interviewing the short listed candidates.
- Based on the interview results, minute of meeting is prepared and submitted to the Resident Representative through which the panel recommends the best candidate.
- The Resident Representative reviews the recommendations of the Interview Panel (& the LAPP panel where applicable), and make a final decision on the recommendation after which the hiring process begins.
